“Notice of Special Resolution
In accordance with Clause 8(c) – General Meeting and 10(b) – Special Resolutions of the Approved Constitution, a minimum 21 days notice is provided for purpose of a Special Resolution to amend the Constitution.
A Special Resolution is required in accordance with Clause 10a) i) Change of the Association’s rules.
The proposed changes are provided on the PWI NSW website in the attached link for review by members and voting in person at the Special General Meeting on 6 February 2025 at the Level 27, 680 George St, Sydney at 5;15pm. Link
In accordance with Clause 8g), Each member shall be entitled to appoint another member as proxy by notice given to the Secretary no later than 24 hours before the time of the meeting in respect of which the proxy is appointed. The notice appointing the proxy shall be in the form set out in Appendix 1 to these rules. Proxy forms are to be sent to secretary@pwinsw.org.au
Should the Special Resolution be passed, candidates for new Office Bearers roles will be selected to act in the Interim until the 2025 AGM where elections will be undertaken “

– Stuart Sutherland is the Managing Director of Lycopodium Infrastructure and has over 30 years’ experience in the rail industry. Stuart has directly managed rail infrastructure across major rail corridors spanning the Hunter Valley, NSW Country Regional Network and portions of the Interstate Rail Network.
– Since founding Lycopodium Rail in 2011, Stuart has managed numerous rail studies and overseen the establishment of the Rail Infrastructure Management Services Group within Lycopodium.
– In his previous role as ARTC Corridor Manager, he was responsible for asset planning and maintenance delivery across mixed freight and passenger networks.
– Dale Smith is Engineering Manager for Lycopodium Infrastructure and brings with him 22 years’ experience in the rail, construction, asset management and survey industries. Dale has an excellent knowledge of rail infrastructure and operations, having previously worked in senior roles with the Australian Rail Track Corporation prior to joining Lycopodium in 2011.
– Dale’s experience covers Asset Management, Design and Project Delivery where he has led many significant projects for Lycopodium including the Inland Rail 50yr Scope and Cost Model, Port Botany Rail Line Stage 3A Detailed Design.
–Bottom-up Approach to Developing a Life Cycle Cost Model for Inland Rail to meet the Inland Rail Service Offering
– A Fit for Purpose approach to assessing risk through the life of the level crossing and delivering cost effective level crossing upgrades.
–Fit for Purpose management of rail infrastructure across Hunter Valley private rail networks.
